
The Chief FOIA Officers Council Committee on Cross-Agency Collaboration and Innovation (COCACI) has compiled and made available tools to help federal Freedom of Information Act professionals in the hiring process. COCACI’s FOIA Hiring Toolkit Working Group compiled these tools, collectively referred to as the FOIA Hiring Toolkit. Included are documents for sample competencies (knowledge, skills and abilities, or KSAs), interview questions, interview answer scoring methods, a sample reference check template, and three model position descriptions. The Chief FOIA Officers Council also is seeking input into the creation of a central FOIA technology inventory and has issued a call for volunteers to serve on the Council’s Committees. The Council’s co-chairs, Alina M. Semo of OGIS and Sean Glendening of the Office of Information Policy, issued a memo to agency Chief FOIA Officers and Deputy FOIA Officers on May 28, 2026, regarding both the inventory and the volunteer call.
